The EV and hybrid tax rebates listed below are available to eligible drivers in California:
Federal Tax Credit for New Electric Vehicles (Income Qualified): This federal tax credit offers up to $7,500 and is available for the purchase of all-electric or plug-in hybrid vehicles. Availability depends on several factors, including the vehicle’s MSRP, its final assembly location, battery component and/or critical minerals sourcing, and your modified adjusted gross income (AGI). Federal Tax Credit for Used Electric Vehicles: Available for pre-owned all-electric, plug-in hybrid, and fuel cell electric vehicles purchased on or after January 1, 2023. The credit equals 30% of the sale price up to a maximum credit of $4,000.
Senate Bill 1382 (stats. 2022, ch. 375) has established a partial sales and use tax exemption on qualifying zero or near-zero-emission motor vehicles purchased or leased by qualified California buyers. This partial sales and use tax exemption is effective from January 1, 2023 through December 31, 2027, with eligibility based on the buyer’s household income level, where they reside, and the vehicle leased or purchased.
Clean Cars 4 All Program (CC4A) Partial Sales and Use Tax Exemption: Offered by the California Air Resources Board (CARB) in association with local air districts, CC4A provides incentives to lower-income California drivers to replace their older, high-polluting motor vehicles with zero-emission vehicles. The current CC4A program provides qualified buyers with grants of up to $9,500 on the purchase or lease of an eligible vehicle.
You may also be eligible for additional hybrid and EV rebates and incentives which are available to qualified buyers in the Los Alamitos and Signal Hill area:
South Coast Air Quality Management District Replace Your Ride: Offers up to $12,000 to replace your 2010 or older vehicle (e.g., 2009, 2008, 2007, etc) with a 2017 or newer, clean-running Plug-in Hybrid, Fuel Cell, or Battery Electric Vehicle. The program is limited to vehicle owners residing in the jurisdiction of the South Coast Air Quality Management District who meet the income and vehicle requirements.
South Coast Air Quality Management District – Residential EV Charging Incentive Program: The South Coast Air Quality Management District (South Coast AQMD) and the Mobile Source Air Pollution Reduction Review Committee (MSRC) has established a residential Electric Vehicle (EV) charging incentive program to offset Level 2 (240v) EV charger hardware costs. This program will be available to residents within the South Coast AQMD’s four-county jurisdiction. Up to a $250 rebate or the cost paid for the charger, whichever is lower. Low-income residents can qualify for a total rebate of $500 or the cost paid for the charger, whichever is lower.
Southern California Edison Pre-Owned EV Rebate Program: Income-qualified customers are eligible for an additional $3,000 rebate for the purchase or lease of an eligible used EV. Applicants who are eligible for both the Standard option and Rebate Plus can receive a total rebate of $4,000.
The Consumer Assistance Program (CAP) Vehicle Retirement: Offers eligible consumers an incentive to retire their operational vehicle. Consumers meeting the income eligibility requirement may receive an additional $500 for each vehicle retired. All other vehicle owners may receive $1,000 to retire their vehicle at a BAR-contracted dismantler. To be eligible for the full $1,500 incentive, your gross household income must be less than or equal to 225% of the federal poverty level.
Decal for High Occupancy Vehicle (HOV) Lane Exemption (DMV): Authorizes a vehicle that meets specified emissions standards to be issued a CAV decal to allow single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes. CARB establishes the official list of eligible vehicles based on vehicle emissions.
